Youth Committee surveys are complete and ready to be taken to the High Schools. The Grant ED Committee had questions that were added.

Good News! The City of Imperial has pledged $500 towards the BEC Grant matching funds.

BEC Grant Application

Project summary: The Chase-Perkins Hometown Competitiveness (HTC)
program is in the second year of operation. The program began with the
two counties identifying similarities in key issues that affect the
region pertaining to the attraction and growth of our youth, leadership
development programs, charitable giving efforts, and entrepreneurship.
The HTC program addresses all four of these areas. The Chase-Perkins
County area was the first to implement the HTC program on a regional
basis and this has proven to be very beneficial to all of the
two-county area for the following reasons. First, although each county
is unique they face similar challenges: declining population,
out-migration of youth, limited leadership capacity, peaking
generational wealth transfer, and limited resources for entrepreneurial
support. Second, historically the counties were very independent of
each other and cooperation/communication was very limited. The HTC
program has reversed that. The program, through various HTC meetings,
has brought the respective leaders together to share a common goal for
the area to grow and flourish and to lay the groundwork for future
generations to prosper.
List project goals and describe how they will be documented and
measured:1. Youth - Our goal is to attract/retain our youth and
empower them to realize their potential as leaders and entrepreneurs in
our communities. Engage the youth in local governing
boards.2. Leadership- Our goal is to identify new, potential leaders
and develop them and also support existing leadership3. Charitable
Giving- Our goal is to grow the community foundations and form
endowments that will benefit future generations. Secure 5% of the
generational wealth transfer.4. Entrepreneurship- Our goal is to create
an environment and support system that allows entrepreneurs to develop
their ideas and create/expand new/existing businesses.The goals will be
documented and measured by the number of people involved in each phase
of the HTC program, through documentation of new business start-ups,
the number of existing business expansions, by measuring population
growth, tracking the number of new leaders emerging and engaging
themselves, by recording elevation in levels of charitable giving, and
youth involvement.
How will the project address program needs? Each of the 4 pillars of
the HTC program has a task force assigned to determine the needs of the
area in relation to the perspective pillar. Each task force will
provide a business plan on meeting the needs of their respective area.
How will the project address program purposes? The program purposes
will be addressed by the 4 individual task force teams. These teams,
along with the entire group, will identify the strengths of the area
and identify the opportunities that exist. Priority will be given to
projects that involve and engage the young adults and leadership
capacity.
How will the project realize multi-area or multi-community cooperation
and impact?The cooperative aspect will be realized by the regional
Chase and Perkins County approach. The communities involved will be
Grant, Venango, Madrid, Imperial, Wauneta, Champion, Enders, and Lamar.
The impact will be not only be bringing the individual communities in
each county together but also the counties realizing the benefits of
working together to achieve economic prosperity. This type of regional
model has also been very successful in Northeast Nebraska with the
program in Knox County.
How will the project demonstrate sustainability, or how will the
project build economic development capacity? The project will sustain
and develop capacity in a number of ways. It will develop individuals
to engage in leadership roles. It will encourage young families to
return to the region and to develop an environment that will enable
these families to enjoy a quality of life that may not exist in their
current situation. Also, the most impact will be realized by capturing
the wealth transfer and investing these funds in endowments that will
benefit the communities/counties for years to come.
Please identify the area represented by this project. Describe how the
area will be served and project benefits.The area will be Chase and
Perkins Counties in Southwest Nebraska. This project will "erase"
the county boundaries drawn on the map, and allow residents of the two
counties and the individual communities to think of themselves in a
larger context, of being a single region that can combine strengths of
the individual "pieces" to become a strong "whole" entity.
Detail the partnership that will support this project: names of
communities, organizations, agencies (public and private). Letters of
commitment from each partner are required with the application, and are
not in the 10-page maximum.Communities- Champion, Enders, Grant,
Imperial, Lamar, Madrid, Venango, & WaunetaOrganizations- Chase-Perkins
HTC, Perkins County Chamber of Commerce, Imperial Chamber of Commerce,
Chase County DevelopmentAgencies- City of Grant, City of Imperial,
Imperial Public Power District, Perkins County, Chase County
What organization will administer the grant?The Chase-Perkins County
HTC Advisory Board
Please provide a timeline for the project.This particular project will
be for calendar year 2006. Goals and timelines for each HTC task force
will be identified in January of '06 and implemented throughout 2006.
This project will be ongoing after 2006 and is designed to be
perpetual.
Has this project ever received a grant? No. The funding for the project
initially came from donations from the City of Grant, the City of
Imperial/Imperial Public Power District, and Great Plains
Communications. Each of the 3 entities donated $10K each for the first
year.
Is this project an existing project? If so, discuss how the grant will
not be used for replacement funding, and discuss how the grant will
expand the project.Yes, this is an existing project. The initial
program required a $30K investment and the project will expand to
include additional communities in each county and the implementation of
new programs to include additional resources. The budget for this
year's project is included but is over $40K.

Leadership Results of Kickoff meeting

· Create an endowment and use interest only to bring in high profile
leadership trainers
· Hire full time economic development coordinator
· Supply coordinator to schools to teach leadership in curriculum
· Target youth in their 20's and get them involved in the community
leadership roles
· Create an environment where there are working lunches for businesses
with similar interests so people begin to network and rely on each
other for support

· Property tax is an issue in Nebraska for attracting new
business
· Interest in making application for the Building Entrepreneurial


Communities Grant for Chase/Perkins HTC group
· See the need bring in training and expertise for businesses to
take
advantage of new technologies and the ability to do business online.
· We have creative and talented people that can make or do about
anything but lack the marketing and research skills to do business
outside the local marketplace.
· In today's world, prospective new residents have already
targeted
your community with research being done on the Internet. Good first
impressions with community members can be key to whether someone will
locate or not.
· Need to create a good environment for telecommuters, work at
home
agents, home based businesses, eBay stores, etc. Just starting to see
these type of opportunities come into our area.
· Local Real Estate agents many times are the first contacts from
the
"outside" world and serve as ambassadors for the area. Possibly
this group can be of assistance when called upon.
· Grant's LB 840 program was explained. Imperial members can see
the
benefit of the program and may pursue a ½ sales tax for an LB 840
program. Grant members can be a good resource for Imperial in the LB
840 process.
· A need to lobby for good water policy
